Harmonized System
The Harmonized Commodity Description and Coding System ("HS") is a multipurpose international product nomenclature developed by the World Customs Organization (WCO).
It comprises about 5,000 commodity groups; each identified by a six digit code. The system is used by more than 200 countries and economies as a basis for their Customs tariffs and for the collection of international trade statistics. Over 98 % of the merchandise in international trade is classified in terms of the HS.
The official interpretation of the HS is given in the Explanatory Notes . The Explanatory Notes are also available on CD-ROM and on an online database , as part of a commodity database giving the HS classification of more than 200,000 commodities actually traded internationally.
The 2007 version is the fourth edition of the Harmonized System (HS) since the system was adopted by the WCO Council in 1983 and implemented in 1988. HS 2007 includes more than 350 sets of amendments to the Nomenclature, mainly related to the necessity :
• to record technological progress in the nomenclature,
• to adapt the nomenclature to reflect current trade practices,
• to clarify the texts of the nomenclature to ensure uniform application,
• to cater for social and environmental concerns in the nomenclature.
